I really wish that some of the smaller ISPs would come together to join forces and control a major backbone to compete with these companies. If all ISPs controlled portions of the backbone company, they could agree to net neutrality and then start forcing these big backbone providers to change their policies or be pushed out of areas.
Clearly we all have agreements with our ISPs (unless you borrow your neighbors) and are subject to early termination charges. If these smaller ISPs would come together, promise to pay the early termination charges, then they could start stealing away customers and eventually control the backbones. It would be a hostile takeover of the industry. Imagine Kiev and Crimea but in a digital sense...
